The Court of Appeals for the District of Columbia Circuit ordered the Trump administration to continue the enforcement of the Obama-era rule.
The Trump administration has not yet asked for the larger 11-judge court to rehear the case, which would be the next step in the process.
The Obama rule set standards for the oil and natural gas industry to reduce emissions of methane, a leading cause of greenhouse gas emissions.
In an earlier ruling, the D.C. Circuit Court found that the Trump administration overstepped its authority under the Clean Air Act when it tried to unilaterally delay the rule while it works to repeal it.
