Shutdown Won’t Stop Special Counsel Mueller’s Investigation The Office of the Special Counsel will continue its investigation of President Trump through the government shut down. Special Counsel’s team of investigators are exempt from furlough and would continue their investigation of President Trump and his campaign during a government shutdown, the Justice Department confirmed to CNN.
